Sinn Féin opposed to proposed bus operator licensing changes

Sinn Féin councillor Kieran Mc Guire says that proposals put out for consultation by the Department of Environment seeking to change bus operating licensing would, if implemented, have an adverse impact on the sustainability of community transport.

He said,


""If implemented, these proposed changes will completely change the way in which community transport organisations operate as every driver, whether they are a volunteer or a paid employee, will need to undergo an extensive series of testing at a cost of around £600 and would also have to endure increased bureaucracy.


"These proposed changes would also affect those organisations that provide their own driver and avail of a bus provided by a community transport operator. There is a huge number of community groups, sporting organisations and local schools that operate in such a way as it enables them to transport their members in a much more efficient and low cost manner.


"There is no questioning the disastrous effect that these proposed changes would have on rural communities. The consultation document itself admits that the Department has 'Identified a concern that the change in licensing requirements for rural and community transport may affect the provision of transport and the costs of such transport.'

Sinn Fein has submitted a motion to Strabane District Council calling for a rejection of proposals to phase the current 10b system and replace it with the flawed system which is now being proposed.


"We must insist that the Community and Voluntary sector should not be subjected to these proposed new licensing laws and that more must be done to protect one of the most vital services on offer particularly in our rural areas."
